I tried following the cloud tutorial that I looked at, but just like it said in the comments the tesselation feature doesn't exist in unreal engine 5. Therefore I followed the instructions but just put them into the world position offset and surprisingly this worked to create a cloud-like shape. However, when moving the shape this result distorted the shape a bit too much in some areas. The shape also wasn't transparent.

I tried building the lighting but this crashed unreal on the base room computer. Therefore I tried to render it instead but I got this warning:



I tried to resolve this but it took a long time to reload because it had to compile all the shaders. 
Therefore I decided to look into my other problems which were exporting the shape key animation & uv errors.
This video: How to create Blender shape key animations and import them in UE4 as morph target animations - YouTube shows how to export shape key animations by using "Push down to NLA" and creating location animations which match the shape key animations and moving them in the non-linear animation page (NLA) so that the actions match. This can be exported with the fbx. Uncheck all actions in the export settings.
